By accessing or using the Website or Services, or by clicking “I agree” or any similar acceptance mechanism, you agree to be bound by these Terms. If you do not agree, do not use the Website or Services.
03 / Eligibility
Eligibility.
You must be at least 18 years of age to use the Website and Services. You represent and warrant that you are not subject to sanctions administered by the U.S. Office of Foreign Assets Control (OFAC), the European Union, the United Kingdom, the United Nations, or any other applicable sanctions authority. You agree to provide truthful and accurate information at all times. Providing false or misleading information is grounds for immediate termination of your access and any engagement, without refund.
04 / Description of Services
Description of services.
21 CBI provides citizenship-by-investment (CBI) advisory services. The standard scope of an engagement includes:
- Initial consultation and program selection guidance.
- Application preparation and document review.
- Liaison with government agencies and authorized agents.
- Source-of-funds package assembly for Bitcoin-denominated wealth.
- Post-approval support and onboarding.
- Online tools, including the Cost Calculator, the Passport Program Quiz (PPQ), and the US Exit Tool.
4.1 What we are
21 CBI is a citizenship-by-investment advisory firm. We charge a 5% advisory fee on the applicable government fee for each program. 21 CBI is also a licensed agent of The Bitcoin Office of El Salvador, authorized to process Freedom Passport applications under official government certification.
4.2 What we are not
- We are not a law firm and do not provide legal advice.
- We are not an immigration practice.
- We are not a tax or financial advisor.
- We are not a government agency; we have no authority to grant or deny citizenship.
05 / No Legal, Tax, or Financial Advice
No legal, tax, or financial advice.
Nothing on the Website or provided through the Services constitutes legal, tax, or financial advice. All information is for general informational purposes only. You should consult qualified legal, tax, and financial professionals before making any decision based on information obtained through the Website or Services.
- The Cost Calculator provides estimates only; it does not constitute a quote or guarantee of costs.
- The Passport Program Quiz (PPQ) provides general recommendations; it does not constitute professional advice.
- The US Exit Tool is informational only; it does not constitute tax or legal advice.
06 / Payment Terms
Payment terms.
6.1 Advisory fee
Our advisory fee is 5% of the applicable government fee for the selected CBI program. The advisory fee is payable upon engagement. For programs without a government fee (for example, the Argentina rentista and pensionado residency pathways), the advisory fee is a flat $4,000 per the program-page schedule.
6.2 Payment methods
BTC, Lightning, and USDT are our payment rails. Credit cards and bank transfers also accepted as needed. Amounts quoted in sats are calculated at the prevailing exchange rate at the time of payment.
Program-specific exception: the El Salvador Freedom Passport’s government contribution is settled exclusively in BTC or USDT by program rule of The Bitcoin Office. The 21 CBI advisory fee on the same engagement still follows the canonical trio.
6.3 Government and third-party fees
Government fees, due-diligence fees, passport-issuance fees, and any other third-party fees are not included in the 21 CBI advisory fee. They are paid by the client, generally to the relevant authority directly, on the schedule that authority requires.
6.4 Refunds
The advisory fee is generally non-refundable once work has begun on your application. Refunds of government fees vary by jurisdiction and are subject to the policies of the relevant government. Where 21 CBI pre-screens a position and determines the file will not clear, we say so on the first call and we do not invoice the advisory fee.
07 / Client Obligations
Client obligations.
As a client, you agree to:
- Provide all required documents and information promptly and accurately.
- Respond to communications in a timely manner to avoid delays in your application.
- Disclose any criminal history, pending legal proceedings, or prior immigration denials.
- Refrain from misrepresenting any facts or documents in connection with your application.
- Comply with all applicable laws and regulations in your country of residence and the country of intended citizenship.
- Not use our Services for money laundering, sanctions evasion, tax fraud, or any other illegal purpose.
08 / Application Outcomes
Application outcomes.
We do not and cannot guarantee the approval of any citizenship-by-investment application. All decisions regarding the granting of citizenship are made solely by the relevant government authority. Many factors outside our control may affect the outcome of your application, including changes in government policy, the program’s due-diligence findings, and the completeness of supporting documentation.
We keep you informed of the status of your application throughout the process. If your application is denied, we will explain the available options, which may include reapplication, appeal where the program provides an appeal route, or application to an alternative program.

The arbitration shall be conducted by a single arbitrator. The arbitration may be conducted in person in Wyoming, or by videoconference if the parties mutually agree.
14.3 Class action waiver
YOU AGREE THAT ANY DISPUTE-RESOLUTION PROCEEDING WILL BE CONDUCTED ONLY ON AN INDIVIDUAL BASIS AND NOT IN A CLASS, CONSOLIDATED, OR REPRESENTATIVE ACTION. YOU WAIVE ANY RIGHT TO PARTICIPATE IN A CLASS-ACTION LAWSUIT OR CLASS-WIDE ARBITRATION.
14.4 Jury trial waiver
YOU AND BITCITIZEN LLC HEREBY WAIVE ANY CONSTITUTIONAL AND STATUTORY RIGHTS TO SUE IN COURT AND HAVE A TRIAL IN FRONT OF A JUDGE OR A JURY. YOU AND BITCITIZEN LLC ARE INSTEAD ELECTING TO HAVE CLAIMS AND DISPUTES RESOLVED BY ARBITRATION.
15 / Sanctions and Compliance
