21 CBI charges 5% of the government contribution: $6,500 for a single-applicant Vanuatu DSP file and $50,000 for a single-applicant El Salvador Freedom Passport file. Diligence, processing, issuance, and applicant-specific charges stay on separate lines. The paid program-engagement fee credits in full toward the 5% advisory when the engagement begins within the published window.
The 5% advisory fee is what 21 CBI charges. The government contribution itself (Vanuatu $130K, El Salvador $1M) is paid on the route the program requires. El Salvador settles BTC or USDT direct to the government wallet. The Vanuatu file can settle in BTC, Lightning, or USDT through BitSettle after compliance clearance. 21 CBI does not custody client funds or perform exchange services.
